But I am worried that it is cat scratch or not I attached the picture please guide

As seen in the picture it doesn't look like a cat scratch. If it's actively bleeding he needs to be seen. And if u still suspect cat scratch I would suggest you to get a rabies vaccine too.
From the picture, this appears to be a very small superficial mark and not a typical animal scratch.
However, since there was a possibility of contact with a stray cat, we should be cautious.
What to do now:
• Wash the area thoroughly with soap and running water for 10–15 minutes
• Apply antiseptic (Betadine)
Regarding rabies risk:
• If it is truly just a superficial mark with no bleeding, risk is very low
If you are unsure whether it was caused by the cat → do not ignore, visit nearby doctor and consider vaccination
