Scrotum Shrinkage - My Scrotum Always Seen Like Shrunks That Is

My scrotum always seen like shrunks that is always hangs high. But before six months it was normally hanging down. What is cause of this? I use bathmate penis enlargement device. Is that the reason for this or its any type of allergy.
