Since when are you having this problem and who has diagnosed it as hydrocele?
It could be a hernia also.
Kindly do not make your own diagnoses.
Kindly consult a general surgeon in person regarding this issue.
The price can range anywhere from 5thousand to 20 thousand depending on where you get it done. At a govt. Hospital it could be very less.

Hi..... hydrocele usually does not need to be surgically repaired, since it usually goes away on its own within six to 12 months. If the hydrocele does not resolve on its own, then it needs to be surgically repaired to prevent further complications. The surgery takes about an hour and is usually an outpatient treatment.... Cost depends upon the hospital setup.... Consult urologist....
