It may be corn ,and corn occur due to repeated pressure on se area .and this pressure is put by shoes of wrong size , walking on hard surface repeatedly.

As I read the problem, you are suffering from may be a corn or a wart or a shoe bite.so first to confirm me need to see.so,pls upload a picture of the affected area.
I understand few corns are extremely painful and they keep recurring, so in my opinion I would suggest to pls try taking homeopathic medicines at least for a month only after consulting a homeopathic doctor.
