Redness and Discoloration of the Glans.

I have been experiencing a rash on the glans of my penis for the past 7 years. It appears intermittently but is persistent. I noticed it first when I woke up one day and the foreskin would not slide back. Upon closer inspection I realised that the glans had stuck to my foreskin and when I rolled it back, it just peeled off.I have been noticing red bruises on the penis ever since and the colour of the glans has changed.I never had sexual relations before this issue. Sometimes they just appear randomly and sometimes the skin is clear. I have permanent discoloration of the skin and it doesn't appear normal. It also impairs me during sexual intercourse. I have been treated for Balanitis but sadly none of the creams have helped.
