Red Rash on inside panis

2 days before i just show some red rash inside my panis head so whats is that .. After that i chrck again again to open it and chrck it show after that i had little pain on that part I read some where that its symptoms of HIV so i take blood test of HIV 1 and 2 and the report is non reactive Can u please tell me what was that ... So please tell me what was that that
