Red dots on penile head

Asked for Male, 27 Years

It's been few weeks I see some red dots in my penile head. Today morning it was like skin going off. It's not too much just a bit only. Please see attached photos. It is seen when the penile head is big. Is it any issue? I didn't have any sexual affair for the last 1 year.
