It looks like mild atopic dermatitis. Any recent changes in soaps or creams or frequent use can precipitate it. Avoiding soaps and keeping hands well moisturized should help. If still no improvement, a proper consultation for assessment and prescribing medicines would be required.

Any history of using frequently hand sanitizer or hand washing with irritant soap? Looks more like mild fingertip skin irritation/dryness rather than any serious disease. Use good moisturizer frequently and avoid excessive soap/sanitizer use. If redness/pain persists, mild cream may be needed after pediatric consultation.
