Rashes & Burning sensation in Penis

Asked for Male, 29 Years

I have noticed that there are 2 3 rashes on my penis and when my penis erects, they tend to pain and also sometimes blood comes out. Also, there is a burning sensation under my foreskin when erection happens. I'm suspecting this is because of masturbation. Can you please suggest if this is something to worry about and who should I see for it?
