If the dog saliva gets into a person’s eye, how will the vaccine help because antibodies only reach the places where blood is present and human eye cornea does not have blood?

If you are talking about saliva of a rabid dog then please remember that conjunctiva of a patient is highly vascular and micro abrasions can always lead to the virus reaching the blood stream. Penetration of virus through the cornea has not been studied but is unlikely. So the virus may enter through the conjunctival blood vessels and so do the antibodies. You may respond for further discussion. Anti rabies ser and vaccine are also two different things in case you want to discuss that as well.
Human eye cornea does have a blood supply, but only in the corners.
The conjunctiva of the eye which is also transparent, is filled with blood supply.
Antibodies can also come out of blood vessels and reach the target site.
