Puffy eyes from birth

Hi, My 3.5yr boy has puffy eyes from birth... Is there any problem? Everyone is asking that it don't look normal? Dark bluish below eyes...what causes this swelling around his eyes...it is from birth.. is there any concern?

From the facies the child looks normal, though I wish you had posted whole face. Eyes are considered puffy if upper eyelids are swollen- from medical point of view. There looks to be extra skin folds under the eyes - might be an inherited trait in the family which eases out with age
