Preputial skin oedema

Asked for Male, 20 Years

After successful circumcision of 12 years preputial skin oedema has occurred again ... I didn't face it since the surgery...so please help...its not paining not any other issue...but the skin is like a thick ring around my penis head ...it feel occurred...im just cleaning it with soap and warm water ...what should I do to get this resolved???m
