Possibility of PCOS. How to confirm?

Hi My periods are usually late by 3/4 days. And currently my period is late by 10 days, it was very regular for last 3 months. I have dark(darker than color of rest of face) patches around my chin and nose. I have very stubborn weight on my hips and thighs. 2 years back in some tests the doctor said that I have some cysks in my ovary. Is there a possibility that I have PCOS? I read about the symptoms and it says that in PCOS you have abnormal/excess hair growth in some parts because of excess male harmones. But I don't have such issue of excess hair growth. Its normal for me. I do have hair fall issue. I also have headaches sometimes, not sure if it's migraine. Is a possibility that I have PCOS? How to confirm? And who would be the best doctor to connect with if I need a treatment regarding the same? Thanks.
