  4. Phimosis and frenulum breve. What to do?

Phimosis and frenulum breve
I am 226 years old and I have problem of phimosis and frenulum brave or short. After eraction my foreskin doesnot go back or rolling back. Or in normal condition it easily not go back but with great efforts it may go back and with great efforts comes over penis glands. please advise what to Do? May go for Circumcision and frenulumplasty or Cream.
