Withdrawal bleeding may not occur after each time a woman has an emergency contraceptive. Your date of sexual intercourse is 9 December. If you have not had sexual intimacy again after that then a safe time to do a pregnancy test is 31 December or 1 January.  Get your beta HCG level done and consult a Gynaecologist with the report.
