Pennis fourskin is having rashes

Pennis foreskin is having rashes like lips in winter season. unable to pull back back foreskin. applied olive oil to it, but from lat 2 days foreskin is about to close the pennis top. please suggest remedy and reasons to overcome this problem and whom to consult on the same.
