Penis top cover doesn't come down
Hi, I noticed that upper skin of my penis doesn't come down even when it is erect. When I try to pull it down, then also it doesn't come down. Initially I thought it's normal but I came to know from my friends that it's not normal behaviour. Does it require surgery ? Thanks
