Penis Shaft Skin Problem - My Penis Start To Get Itchy And I

My penis start to get itchy and I scratched it, then the penis shaft start to swell and some fluid is coming out of the shaft skin, it recover in a few day, but crust is form on it, and it peel off by itself, and it start again, i am 17.
