As u are saying it’s because of tooth paste h are using then u should switch to some milder tooth paste which has low content of silica or herbal toothpaste,
But there might be other reasons which u are not aware of can be a thermal burn, or desquamative gingivitis

Is it ur gum or inside mouth it's oral mucosa..if it's inside cheek area ( oral mucosa) skin peeling means u might have consumed hot food repeated that leads to thermal burn. And if it's gum it's case of Desquamative gingivitis . There are many reasons for the cause of Desquamative gingivitis.such as ; oral habit, autoimmune disorder and your gum will appear Red.
