What is the grade of meniscal tear? Whether it is medial or lateral meniscus? Did she do any jerky movements like jumping, hopping etc in recent past? Apart from towel exercise what are all the other exercises she is doing?
Next Steps
She should give hot water fomentation for 15-20 minutes twice a day for three days. She can use Volini gel or spray provided she is not allergic. She should do knee strengthening and stretching exercises with proper guidance.
Health Tips
She should consult a Physiotherapist through video call for further evaluation and treatment.

after every injury to musculoskeletal the adjacent structure becomes weak, so it very important to strength them after proper healing. so she has pain now because of her earlier injury. she should not do any exercise now as it will aggravate her pain.
Next Steps
look for a physiotherapist to release her muscle fascia and pain relief. then strength your knee muscles.
Health Tips

Firstly we need yo know how old is your sister... has she crossed the growing age? Towel exercises are just the start of a rebilitation in a meniscal tear. Icing along the pain area, wrapped in a towel for 15 mins 3 times per day for the first 3 days and then 2 times till the 6th or 7th day.
Next Steps
yes if there is inflammation let her not do a squat at this stage
Health Tips
please do an online consult
