Pain around scrotum area

Asked for Male, 28 Years

Hello Whenever I am excited and having erection inside my pant, after sometime it start painting near my scrotum area. I can feel little swelling as well.. But after sometime if goes by itself. Not all the time but most of the time. Is it normal??
