Pain around penis and testicle are

Hi there. When i am with my girl friend in a public place, i normal have mild erection, when i touch her. Later on after few hours, i am having pain around my penis area. Then i drink more water or wear a wet underwear, after sometime the pain goes off. Just another information, i have never masturbated in my entire life, nor had sex.
