Not able to compete with the time

Hello doctor My brother is 18 and is not able to talk properly not either study and not even able to communicate properly in mother tongue also He Did not pass any classes and he is weak by his posture . Looks . Attitude and all . But does not have any kind of disease or so . So plz help me out what should I do how should I make him walk with the world . What should I do . I have send a lot of money now . Now even I don have much money so plz help . And yes in past he was having fits disease
