Nose, chest congestion, cantsleep,

My 12 month baby, was 10 kg at 11 months. My full family got viral. My baby too had got fever cough cold for one week three days . Fever went one day , cough and cold medicine was given still was there. After giving taxonim and nebulization it went. After few days after his birthday again he got fever cough cold along with me. Now even after asthakind, mucolite his cough and chest congestion , nose block havent decreased. He has runjy nose, in night hes getting up more than 15 times already due to coughing, nose block, etc. We are doing saline, steam inhalation. Still hes not getting relief. Doctor just gave koforest pd drops. But hes waking up whole night.has runny nose. My question is if we get throat irritation we eat lozengers etc. What can we do to get him relief of throat itching if that's causing cough?? How to decrease the congestion or nose block, hes keeps getting up from sleep crying
