Nerve pops up like small ball near neck

2.5 year old baby boy
When ever ma son cries or shouts or gets excited.. The nerve near neck joint pops at one point like small ball and it's scares me .. this is since young age of say since he was in months
So is it something to worry ( is it nerve or artery or does it rupture or life threatening)
