If your problem is occuring with every seasonal change and with exposure to dust and cold, then you might be having allergic rhinitis. If it’s acute with no similar complaints in the past then it is probably seasonal flu. If you are experiencing the first possible condition then get yourself evaluated for allergic rhinitis and bronchial asthma.
