It could be heper pigmentation due to contact dermatitis or skin infection. Cement in majority of cases leads to allergic dermatitis in dogs. As per the details given by you it could be due to contact of your gog skin with cement as there is construction is going on
Next Steps
for few days shift the shelter of your dog where there is no possibility of contact with cement and put your dog on medication for few days to relieve from symptoms

It is pigmentation. It can happen for a few reasons. It can be normal as a puppy grows. As their age processing is in progress, their skin can normally get pigmentation in different parts of the body. Another common reason is skin infection, particularly fungal infection, which happens due to wetness.
If your vet has already checked and told you it as tan then it may be normal pigmentation only.
