That is mostly Milia may be due to heat. Keep watch in it. Keep area open, dry. Don't apply any medication. You can apply moisturiser if very dry. If it is increasing or changing colour or any oozing from site consultant paediatrician immediately.

Mostly Cradle Cap. Seborrhic dermatitis. Can be because of milk seepage to the back of the head. Visit a Pediatrician.

The rash in the photo is most likely due to sweat rash (miliaria) or mild irritant dermatitis in the neck/scalp fold area, which is common in young infants. Keep the area clean and dry, avoid excessive wrapping, and dress the baby in loose cotton clothing. You may apply a bland moisturizer (baby moisturizer/petroleum jelly) 2–3 times daily. Avoid medicated creams, steroid creams, or powders without medical advice. If the rash is spreading, becoming oozy, develops yellow crusting, significant redness, fever, or if the itching is severe and persistent, please consult your pediatrician for an examination.
