Muscle imbalance
I am 23 male. 65 kg , 5ft8. As you can see in the pictures attached my body is skinny fat. Skinny everywhere but the stomach area. I am not very active but I do have brisk 30mins walk daily. No gym as of now. My diet is average for someone my age (veg). Complaint - 1. The muscles around latissimus doresi muscle are very weak. My ribs show through especially on my right side. And my costal ribs are also flaring from the left side. 2. Chest fat ( checked myself for gynecomastia but no hard lump found). Can both these issues be fixed with exercises and diet changes or do they need some other form of medical invention ?

Certain degree of asymmetry is expected in each and every individual. And it is absolutely normal to have that as long as it is not giving you any significant symptoms or dysfunction. Such asymmetry happens due to more usage of dominant side.
Next Steps
Consult a physio once for the evaluation and learn few basic exercises to prevent any further pain or stiffness related to it.

A posterior view also could help. - Firstly a manipulated joint can be remanipulated in 20 minutes or so.  And so the correction is not usually a permanant fix. - And every individual has some degree of assymetry. Having said that, a manual therapist can help with such issues also. Rotational oblique exercises could help. However in my opinion complete correction is not possible.
Next Steps
Also do check with a surgeon, if the gynaecomastia is correctable.
Health Tips
try conservative treatment first and then look at seeing other specialists
