Hi! 4 months of off and on appearance of a lump on the penis with no pain can be either end of a spectrum  from an annoying but harmless lesion to very concerning ones. To get more clarity for yourself ,this is best examined physically as well as investigated. It's always better to rule out the concerning issues.
