My 3 yr old baby is suffering from fever since early morning and started loose motions since evening. She was sleeping for the whole day today no food or atleast water she is willing to take.

Give her more liquids like ORS frequently. Soft home cooked food.
For Fever give paracetamol.
Any Vomiting child is having?
Watch for symptoms of dehydration
