Lipedema sort of dieses
I fear my wife has lipedema. I see her lower body quite heavier than upper one. She is always complaining about paining legs and now her arms are also getting fatter. Despite of her regular diet and exercise she is not able to get rid of heavy thighs and lower leg. Need assistance and personal appointment

Greetings,  sorry about the issues.  speaking about lymph edema is a strong word, you do not have to think that far.
Next Steps
get physio as your personal trainer and keep working on it for at least 6-8 months to see some changes. aim to make her fit rather than concentrate on size, else depression comes and spoils the whole story.  size of thighs and lower limb to reduce takes lot of effort and time plus a well planned diet.  get a massage if possible once in 2 months and pain will subside.
