Itiching in private parts

Dear doctor, my brother has a itiching problem near his private area. Please suggest, he is having continuous itiching near the private area. Due to continuous itiching that area has become red. It does not pain at all. Please suggest any power or lubricant tube which makes him provide a relief. He tried using the neosprin powder but that does not help at all. Thanks
