Itching and rashes

Since past few days my mom started having some kind of rashes in the clitoral area. It itches but there is no irritation during urination. There is also a lot of white discharge which has a foul smell. It's the first time she's experiencing such kind of problem. Is this some kind of indication before menopause? Or is she having some kind of allergy? Please help it's urgent
