Itchiness and cracks in the penis

Asked for Male, 47 Years

Sir, I am suffering from penile infection. The skin is very dry, and the foreskin having cuts. Due to this passing urine is painful. Opening of the foreskin is difficult, and some kind of white discharge is accumulating under the foreskin. The head of the penis is also inflamed. Please advise which specialist to consult.
