Is my daughter precocious puberty?

Asked for Female, 9 Years

I found my daughter starting breast about 8 and half years old. And she got her first period at 9 years 9 months old. Is it normal? or abnormal? Her bone test shows 11 years old. Blood test LH 4, FSH 4, TSH 1.334, Progesterone 3.9. What should we do to slow down the puberty? Thanks.
