I am 22 years old. I got intimate and the guy touched the opening of the vagina after touching his penis. There may be some precum on his fingers. There was no insertion of finger into vagina. There was also no penetration or ejaculation in amd around the vagina except that he touched the opening with his fingers which may be having lil precum. This happened on day 8 of my period cycle and on day 9 I had slight spotting. My cycle lasts for 30 days and my periods are regular. Is there any need to take emergency contraceptive pill for this?

No need to take i pill.
Wait for your period to come. If you dont get your period on time, do a urine pregnancy test. As far as bleeding on the 9th day is concerned... Was this your 1st attempt at intercourse? If yes then bleeding may happen.
Next Steps
consultant a gynecologist for proper contraception

If 72 hours have passed since the act,no point in taking Ipill. Precum also has a chance of causing pregnancy. Wait for one week to 10 days. If still no periods, do a urine pregnancy test.

Please wait for the date of your next period. If you don't get your periods on time then you should do urine pregnancy test when you are overdue by 5 days.
You should consult with a Gynaecologist on Practo with the report.
