Infant sticking tongue out.

Asked for Male, 1 Years

My baby is 1 month old and often she sticks out her tongue. Even after breast feeding, sometimes she stick out her tongue. Is it normal? Also does a 1 month baby smile? Sometimes she smile while sleeping or when she's in her mothers hand.
