Hcg levels are done to diagnose pregnancy. Increasing values have a trend- they double within 48 hrs - sign of positive intrauterine pregnancy. If they reduce, it definitely has multiple reasons. Natural as well abnormal.
Next Steps
Go for ultrasound.

This is not a good sign. 2 reasons why BetaHCG may not increase properly. 1. Unhealthy intrauterine pregnancy may lead to miscarriage. 2. Ectopic pregnancy. Pregnancy in a location other than  uterus. So kindly consult.
