Hair thinning and small boils in scalp

Asked for Male, 52 Years

I had fantastic hair until 4 years ago. Hair follicles have thinned out and started to curl up. Also I have started to have small boils in the scalp since about a year ago and the problem is increasing. I am diabetic and on insulin since April 2017 Please advise whom to consult and what is this cause of this problem
