Foreskin not retractable when erect

Dear doctor..I am 18 year male . I cannot retract back my foreskin when my penis is erect. It is very painful if I try to retract it but when my penis is not erect the foreskin is retractable. I have looked for the symptoms of phimosis but I think I do not have the condition of phimosis.
