Foreskin doesnt go back.

The foreskin on my penis doesn't go back. I feel there is a vein attached on the top of it which gets stretched when I try to pull the skin back. Once while doing sex without condom, the skin went back and it took me hours to bring it back. At that time the highly sensitive red top of penis was so difficult to handle.
