Most probably it can be an ear infection. As child is below 1 year, need to give a course of antibiotics for 7 days. If bottle feeding is there, then needs to be stopped immediately, can be the reason for infection. Cold medicine to control congestion. Ear drops to melt the wax. Calpol for fever. This are required for symptomatic relief.
