Yes, newborn/preterm babies can sleep a lot, even around 18–20 hours/day. If baby is waking for feeds, feeding reasonably well, passing urine/stools normally and is active during feeds, it is usually okay.
But if baby becomes very difficult to wake, feeds poorly, has fast breathing, fever, bluish discoloration, decreased urine or excessive lethargy, then get examined immediately.

It is very common for a 13-day-old preterm baby weighing 2 kg to sleep up to 20 hours a day, as they need significant rest for growth and development. Frequent bowel movements after every feeding are also typically normal for breastfed infants. However, because preterm babies have smaller energy reserves, it is critical to ensure he wakes enough to feed 8 to 12 times in 24 hours. If he is too drowsy to latch properly, has fewer than 6 wet diapers daily, or seems unusually lethargic, you should contact his pediatrician immediately. Monitor his weight gain closely with a doctor to ensure he is thriving.
At 13 days of age, newborns (especially preterm babies) can sleep for long hours, but feeding pattern and weight gain are more important than sleep duration. If baby is waking for feeds, feeding effectively, passing urine regularly and active during wake periods, this can be normal. Passing stool after feeds is also commonly seen in breastfed babies.
Please monitor: feeding frequency (every 2–3 hrs), urine output (adequate wet diapers), activity, jaundice and weight gain. If baby is difficult to wake, feeding poorly, passing less urine, breathing fast, or looks less active.
Total 20 hr of sleep is normal for newborn baby.(Every 2,3 hr baby will wake up for feeding but will sleep immediately so total 20 hr collective sleep is possible).If baby having adequate urine output, activity good ,no bluish discoloration of Lips/palm sole) and good weight gain then good
