This could be conjunctivitis. Its advisable to get examined and start treatment. The baby may need antibiotic eye drop like tobramycin for this.

Your 3 mths child is probably suffering from non-canalization of nasolacrimal duct ( COND) you can put some antibiotic eye drops 4-5 times(vigamox eye drops), if it Will be due to bacterial infection ,there wll no discharge &watering in 2-3days, if it will be due to COND ,antibiotic eye drops will have no effect ,then consult experienced ophthmologist who will train mother how to do lacrimal sac massage.
