May be allergic or foreign body. Both conditions are treatable. Consult online or offline for treatment.

Good morning! how long has the irritation been there? If it is for 1 or 2 days and only in one eye then it could be a foreign body, Otherwise it could be allergic. Rubbing the eyes will aggravate the condition and can cause scratches on the cornea
Next Steps
Your brother requires eye drops please initiate a video consult so that I can advise further.

Most probably he has allergy. Instill Ocurest eye drops 4 times a day .
Next Steps
You will have to consult an ophthalmologist in clinic or online. It needs to be seen what actual problem is. Management will be based on that.
