I had already consulted with doctor r.k sharma in pgi he had no time to do surgery. He always extending date from 3 yeara. He suggested to implant something under eyeball to lift it.. because we just want to look this eye similar to left eye

If he is already occupied, then it's not like he's the only person in India who can person the surgery.
Get it checked out by any ophthalmologist in person for further evaluation and management. .he will be able to help you further.
