Excess skin after circumsicion

Good day. after circumsicion .. there's a lot of skin under my penis head . I'm fat that time and I was only 11. It has been six years and still I have these skin. 12 I visited a doctor and said that it was okay and it'll disappear when I grow up and if wanted to remove the surgery will be bloody.
What are your thoughts and is there a possible treatment without surgery? thank you
