Dullness of face skin

Asked for Female, 21 Years

Hello doctor.. i wanna ask why my skin is getting dull and tan? I am just 21yrs old and colour of my skin is very tann compare to last 4years.. i was very fair but now my skin looks so dull + i have so dark darkcirles and where as my hand are still fair and looks beautiful. There is a lot of diff. Btw my hands and face why is this so?
