Dry skin scale like formation in Testis

I have dry skin and scale like formation in Testicles. The skin is very rough often. It is very irritating and uncomfortable all the day. Also I have a cyst on my testicle. Which doctor to consult. Skin doctor or some other doctor. Please advice
